Colombo, January 22, 2025 – In a significant move to bolster Sri Lanka’s maritime capabilities, the Cabinet of Ministers has officially approved a consultancy services contract valued at $4.2 million with Dohwa Engineering Co. Ltd. This decision is a key component of the ambitious Colombo Port Expansion Project, aimed at enhancing the port’s infrastructure and increasing its global shipping capabilities.
Strategic Development in Maritime Infrastructure
During the Cabinet meeting held on Monday, it was decided that Dohwa Engineering would take on the consultancy role for the development of container platform II, a pivotal phase in the Colombo Port Expansion Project. This project is not just an upgrade; it’s a strategic expansion designed to transform Colombo Port into a top-tier hub for maritime traffic in the region.
The contract award is the culmination of a meticulous selection process that began with an initial call for interest on June 26, 2023. This process, conducted in partnership with the Asian Development Bank (ADB), adhered to rigorous criteria to ensure the selection of the most qualified consultancy. The ADB is not only a partner but also a supporter, providing both technical and financial assistance for this critical phase.
Comprehensive Selection Process

The government initiated a competitive bidding process in line with ADB’s stringent requirements, attracting twenty declarations of interest. Of these, seven firms met the essential qualifications, with five advancing to submit detailed proposals. Following a thorough review of the financial proposals by three shortlisted candidates, a Cabinet-appointed Consultation Procurement Committee recommended Dohwa Engineering for the consultancy contract.
Dr. Nalinda Jayatissa, Cabinet Spokesman and Minister, detailed the selection process at a media briefing post-Cabinet meeting. “After rigorous evaluation and adherence to the set forth ADB criteria, Dohwa Engineering was chosen for their exceptional proposal and proven expertise,” he explained.
Enhancing Capabilities and Capacity
The project includes the critical expansion of the western water break of container platform II, a strategic enhancement designed to significantly increase the capacity of Colombo Port. This expansion is vital for accommodating the expected rise in maritime traffic and solidifying the port’s role as a regional powerhouse in global shipping.
The approval of this consultancy contract was spearheaded by Transport, Highways, Ports, and Civil Aviation Minister Bimal Rathnayake and received unanimous support from the Cabinet of Ministers.
