Sri Lanka Introduces Its First National Social Protection Policy -2024

Sri Lanka has made a historic move with the introduction of its first National Social Protection Policy, a landmark development aimed at transforming the country’s approach to social welfare. This policy, crafted by the Department of National Planning under the Ministry of Finance, Economic Stabilisation, and National Policies, marks a new era in the nation’s efforts to provide comprehensive social protection to its citizens.

A Collaborative and Inclusive Process

The creation of the National Social Protection Policy was the result of a highly collaborative process. Treasury Secretary Mahinda Siriwardena emphasized that the policy was developed with input from a broad range of stakeholders, including public comments, ensuring that the final product is both inclusive and reflective of the needs of the people.

To support the implementation of this policy, a Technical Committee has been established under the Ministry. This committee will provide the necessary technical guidance to ensure that the policy’s objectives are met and that it remains responsive to the evolving needs of the population.

Defining a Unified Social Protection Framework

For the first time, Sri Lanka has a unified and clear definition of social protection. According to the policy, social protection encompasses a set of policies and programs designed to help individuals and societies manage risks, protect against poverty and inequality, and facilitate access to economic opportunities throughout the life cycle. The policy’s goals are to enhance resilience, promote equity, and create opportunities for all citizens.

The policy outlines several key pillars that form the foundation of Sri Lanka’s social protection system:

  • Social Assistance: This pillar focuses on providing support to vulnerable groups who lack other means of adequate support.
  • Social Care: Activities and resources under this pillar aim to enhance the well-being of individuals, families, and society as a whole.
  • Social Insurance: This includes public or mandated insurance against risks such as old age, disability, the death of the primary household provider, and various health and economic shocks.
  • Labour Market and Productive Inclusion: This pillar covers interventions that contribute to decent work and productive inclusion, supporting individuals in becoming active participants in the economy.

Guiding Principles for a Sustainable Future

The National Social Protection Policy is grounded in the principles of equity, inclusivity, and sustainability. These principles guide the efficient and effective allocation of resources to reduce poverty and social exclusion, aiming to build a society where every citizen has the opportunity to thrive.

The policy’s objectives include developing a social protection system that ensures access to appropriate support for all citizens as needed throughout their lives. Additionally, it aims to provide strategic guidance for creating a well-coordinated and harmonized social protection system that involves cooperation between the Government, private sector, and non-governmental organizations.

Addressing Historical Gaps and Challenges

Sri Lanka has a long history of implementing social protection schemes, but these efforts have often been fragmented and lacked a cohesive national vision. As a result, the coverage and adequacy of benefits have been inconsistent, and the outcomes have fallen short of expectations. The National Social Protection Policy directly addresses these shortcomings by providing a comprehensive framework that unifies and strengthens the social protection system.

Moving Forward with a New Vision

The National Social Protection Policy was submitted to the Cabinet of Ministers by President Wickremesinghe, in his capacity as the Minister of Finance, Economic Stabilisation, and National Policies.
