Sri Lanka has approved more than Rs.5 billion in new cardiac-care construction while agreeing to a WHO-backed review of national health-emergency preparedness. Both are necessary, but together they raise a deeper question: is health investment moving quickly enough towards prevention, primary care, digital continuity and resilience?
